Help Me Build An INV/TW Tank?

Hello, everyone. 


I was wondering if the experienced build/theorycrafters among you might be willing to help me put together an optimized build for my main character on Homecoming. He's well past 50 now, and I have the feeling that he's nowhere close to optimized. I want to be a blessing to the groups that I join, so I'm hoping that someone here can help me out. IOs weren't really even a thing yet back when I played on Live!


My character uses Invulnerability and TW, and I love the sets together even though they don't particularly synergize well. Unfortunately, both sets seem to have powers that need to be taken quickly, so I'm not even sure what the ideal order to select powers in would be at this point. 


My Goals:


1.) Tank First - I want to build the toughest tank that I can and effectively take the alpha, hold aggro, and survive for my teammates. 

2.) Plug PSI Hole - My fumbling efforts with Mids have allowed me to get to ~13% Def and ~54% Res to PSI. Maybe they can go higher?

3.) Take All Primary/Secondary Powers - Except Unstoppable. I'm open to possibly skipping a TW power, but my experience suggests that the more attacks you have, the more likely you are to have one ready.

4.) Global Recharge/Endurance - Is it possible to build so that TW can keep on swinging, maybe even more quickly, without running END dry?

5.) Be Efficient - I have no idea how best to spend my limited pool of slots, but I think I've been overslotting my primary abilities and robbing my secondary of damage potential.

6.) Deal SOME Damage - It's not the primary role of a tank, but if I'm going to swing around an enormous sword, I'd like it to feel like it's made of steel instead of paper mache.

7.) Fly - I want to travel by air. I usually take Sorcery for Mystic Flight, but I'm open to changing if that isn't ideal.

8.) Avoid Combat Jumping/Hover? - This isn't necessary if there's no way to optimize without them, but they aren't exactly thematic for my character.

9.) Take Maneuvers - I really want to include Maneuvers in my build for the group defensive buff. 


Can someone help me come up with an optimal tanker build that accomplishes the above and allows me to be the best teammate that I can be?
