Soldier of Arachnos Crab helmet eye lights don't work

One can see NPC crabs and their helmet eye lights work just fine. One can use a bane helmet and those eye lights work as well. But the eye lights on the crab soldier helmet do and show nothing. Is this intentional? Just having them on would be fine, pulsing like the NPC's would be optimal.
