I'm trying to min/max this as much as possible. Budget is no issue. I'm not married to sorcery, it was more of a 'maybe'.

So those Force Feedback +recharge procs only have a chance to happen when you use the power.  So if you're constantly using Gale and Lightning Storm, you'll definitely see the bonus.  But while I see you have Gale slotted to make use of Knockdown, I think you'll probably have better things to do in combat.  So your recharge is definitely not as high as it looks in the builder, and could be significantly lower depending on proc rate.

 

Rune of Protection offers great resists, but it's on a super long cool down so is not always there for you.  As a /Storm, I'd encourage you to build for Ranged Defense, and then AoE defense.  Soft cap is 45%.  If you have that and use Hurricane to cancel out melee attacks, you're pretty survivable (though as a controller, the one hit that gets through could still one shot you).

 

That Soulbound Allegiance proc should not be in a pet with a 900 second cool down.  Put it in Umbra Beast if you want it to do more damage.  Otherwise skip it.

 

As a /Storm controller, if you're using Freezing Rain, Tornado, and Lightning Storm for damage, make sure they have quick recharge times.  Also there are I think 2 different -res and 2 different +dmg procs that can go in Freezing Rain.  Put those in, those things add up quickly.

 

You have very little End Gain.  If you're going to use the Performance Shifter proc in Stamina, slot that plus the End Mod from Performance Shifter, and then one more regular End mod IO.  That will give you the most recovery you can get slotting Stamina.  Otherwise drop the proc and just two slot it with 2 regular End mod IOs

 

Overall, you're finding good sets and procs!  You've just got to have a clearer picture of what you're building for.
