Build Request - Ice/Ice

Anyone happen to have a Ice/Ice scrapper build already created? (or mind making one) 

Can't seem to find this combo via google besides someone else asking for assistance. 

 

I have at the moment around 130mil influence to spend on the build. I can always get more but just to give an idea of my current situation.

Mine is in my sig. I used Cross Punch to get around the crappiness of Frozen Fists and Greater Ice Sword (it isn't). 

 

Obviously pick whichever Epic you like the most. I went Mako cos I needed a cone for my rogue icecream vendor. Something with a snipe would be a saner choice.

Don't think that's possible (300 second recharge against 30 second duration). In any case this isn't a Purpled out build, just a decent mid-priced IO build.
