Peacebringer fly/combat fly/quantum maneuvers

Animations and even power operation seem to be buggy.
 

With Combat Flight and Quantum Maneuvers but not Energy Flight, fly speed seems to fluctuate randomly.

 

Animations are very buggy when switching between the various modes.
