I don't know what I'd doing. I read every guide I could find. Mid's says I have a slot left but I can't add it. I'll appreciate any help. Yes, Lord help me, I want to try Choking Cloud. Please and thank you.

The remaining slot is for level 9, so you're only allowed to place it in the first few powers.

 

Use the menu "Slots / Enhancements" -> Slots -> "Auto-Arrange All Slots" to reassign the slot levels so you can place it freely.
