I've almost soft-capped the positional defense (ranged was a bit hard to find), and think I have decent resists. Can it be improved keeping the power picks?

If you just six-slot Havoc Punch with Mako's, you'll softcap ranged.  You'll also softcap Ranged with your Alpha slot if you slot at least Agility Radial Boost.  You can save a lot of cash early on in the build if that's a concern by replacing your ATOs with alternating Sirocco's and Obliteration in your big AoEs.  You only lose about 1.25% defense to Melee and AoE and save a TON of cash, and (especially if you slot a Defense +20% power in the Alpha slot) you're way over in those anyway.  

 

One of my main concerns if I were playing this would be recharge, to be honest. I know you said "without changing powers", and it looks like you're going for a very bamfy teleporty character, but dropping Combat Teleporting for Hasten would do a lot for the build if you could fit it in and find a slot for it.  Lightning Rod and Shield Charge are really great powers with moderately long recharges for attacks, when you can get those two firing off every 25 seconds or so you'll find yourself really being glad.  Chain Induction every 4 seconds or so really feels great.  Just being able to Shield Charge -> Chain Induction -> Project Will -> Thunder Strike -> Project Will -> Chain Induction -> Repeat until dead -> Lightning Rod to next group is so satisfying.  Hasten and Ageless would be two great tastes that go great together for this build.

 

Elec/Shield brutes are one of my favorites from way back, I hope you have fun!  Lightning Rod and Shield Charge are a blast (no pun intended) to alternate as you jump from group to group.
