Water blast / tactical arrow build request

Having a hard time finding a template to go off of as far as water/tacarrow goes for blasters. Does anyone have a build of their own to share? or some advice in general?

I'm looking to use the tac arrow half of the blaster set to use as proc-based powers and then water blast i plan to just slot in a ton of force feedback and whatever else. I'm kind of lost as to where to start slotting enhancements though. Any help is appreciated
