Picking up extras and slotting - EA/TW tanker

I'm a recent returnee and still wrapping my head around things.  I found myself with some questions I was hoping the community could offer insight for.

1. When is a good time to pick up Tough and Weave?
2. While leveling up to 50, what are good enhancement/slotting approaches?
   1. Like, should I just focus on recharge, acc, taunt for TW and resists for EA?
3. Thoughts on Tactics and Maneuvers/Assault?
4. Is Hasten actually a trap?
5. I want to make sure I can spread the taunt around, but still keep pace with single-target.  Anything I should worry about or focus on in the TW series?
6. What struggles should I expect before I get to sets and IO's?
