"Pursuer / Elusive" Anniversary badge, how do you obtain this?

 How does one get the anniversary badge "Pursuer / Elusive" ?

See the screen shots, I don't see it as an option with Luna

 

I've tried as both Hero and Villain, with the same result.

It's not an anniversary badge like that.  The Elusive badge is an anniversary of the City of Villains launch badge.  The only way to obtain the Elusive badge is to log on during the month of November.  See the wiki entry here.
