Staff Fighing not getting combo buffs

I logged in yesterday and was using my Staff Fighting Brute. I noticed that my combo count wasn't showing up and even after multiple hit I was not getting any additional effects

Which staff Mastery Form were you using? I noticed that when I leveled up a brute to test it, that the staff power icons weren't automatically added to my tray.

 

But with a Staff/Willpower brute on test, I was able to build combo power in all three forms.
