Slow Movement Question

I've never really bothered with Slow powers much, so I am unfamiliar with the effects of enhancements.  For a power like Time Manipulation that affects recharge times and slots Slow enhancements, do those enhancements affect recharge, or just, as the name implies, movement speed?

Slows are all (I believe) coded in a way that prevents enhancement from affecting the -recharge effects. Take Time Crawl for example. In CoD the main bank of effects looks like this:

 

 

The padlock symbol means that the effect ignores enhancement. So the only effect that is benefitting from enhancement here is the run speed/fly speed/jump speed debuff.
