UI Elements flickering

It started with just the Manage Enhancements screen.

 

Now it is all UI elements - powers, chat, etc. Strobing quickly.

 

Started around the same time as AMD's last driver update with the Vulcan/OGL improvements.

 

Resetting the graphics on next launch works about 30% of the time as a 1 session fix in the x64 client.

 

The x32 client doesnt seem to experience the issue.

 

I've tried playing around with the AMD settings, everytime I thought I had found a fix it turned out to be transient.

 

My system should be able to handle the game just fine even at 4k.
