Activating powers w/a costume change emote

Is this possible? I'm looking for a Macro that will allow me to costume change w/an effect and turn on hover and another that will turn it off when switching back. I have tried  /macro cc3 "em $$cce 2 ccprestochango$$powerexec_toggleon hover" and  /macro cc3 "powerexec_toggleon hover $$em $$cce 2 ccprestochango" but both just do the costume change. Any suggestions?

Cascading binds would work.
