Street Justice/Shield Defense Need help

I put together this simple Invention origin build, mainly because I do not feel anywhere confident enough to start slotting sets. 

 

I was hoping someone here could help me with a cheap IO Set build, and one that is well, expensive.

 

I hope I slotted the powers out correctly, but if you see something that needs to change, let me know.
