Burn accuracy nerf?

I have restarted my fire/ice tank that was my main until the game ended in 2012.  I just got burn and noticed that many mobs did not seem to be affected by it.  My combat log showed burn was missing.  Burn was always an auto hit.  But now it is no more accurate than any other power?  This is pretty disappointing.  I really wish I had known before I started him thinking I could recreate what I used to be able to do,  Is there a list of other powers that have been changed?

I saw that Burn only hits five foes in a DPS spreadsheet. Not sure if this is true.

Yeah burn was whacked with the nerf bat really hard.
