Loading Options from file

Is anyone else having problems loading options from file? I do a bunch of keybinds changes from the options menu and then save the file. When I create a new toon, I've tried loading options from file and I get the message that it loaded the options from the options.txt file. However, the options are never loaded. I have to add all my keybinds in manually every new toon.

I've seen the txt file and it is in the folder...
