Is this an issue with my graphics settings?

I've noticed this issue more and more:

 

 

Is this a problem other people have been having, or is it some random graphics glitch on my end? It's not just faceless people, sometimes the portraits don't show NPC hair or other facial details. It's weird. It's obviously not game-breaking, but I do wonder if there's a way to fix it.

In Graphic Settings, what are your texture detail settings for characters set at?

Character Texture Quality is set to "Very High" and Character Detail is set to 100%. Are there any other settings I should also be looking at?

Only other thing I'd try: exit the game, check the client folder, and in "Cache", rename the Shaders folder to something else and then try launching it.  If it clears up, you can delete the Shaders folder you renamed.  (Sometimes they get corrupted.)

 

(If no change, then it's not that.)

Renaming the cache folder didn't work, so I guess it's not cache corruption.

Update! It looks like it happens when I turn on cell shading. Turning it off appears to have solved the issue.
