Water/Temportal Build Looking for Input

Hello, the goal of this build is for solo play at +4x8 so goal was for soft caps

 

This is what I came up with so far.

This looks VERY expensive. Also you're missing out on a fair few attacks (no Dehydrate or Steam Spray which is one of the best cones in the game). Maybe your recharge covers it, I dunno

 

Here's my reaonably cheapo hover-blaster version (I don't do purpled + winters set builds for the most part, if I really like the character I might lob some in after but this isn't one of the characters where I did).
