Dominator Cloaking Device Stealth is capped.

I am not sure if this is the same for controllers but Dominator Cloaking device at level 25 is stronger than stalker hide at level 50.

Level 50 stalker hide is 150ft stealth radius.

Level 25 Dominator Cloaking device is 180ft stealth radius.

at level 50 cloaking device is 200ft stealth radius and is at the cap for stealth (ie adding anymore it dosn't register in combat Attributes)

 

Now Devices cloaking device is 60ft stealth radius.

I know i use it and a celerity stealth proc so i can toe bomb.
