I'm just wondering if I'm missing something...but Energy Drain is Tier-7 Power, and Power Sink is a Tier-8 Power...but Energy Drain seems superior to Power Sink?

Power Sink: 10' Radius, -40% Endurance Debuff on Target, -100% Recovery Rate for 4s and +25 End.

Energy Drain: 12' Radius, -33% Endurance Debuff on Target, -100% Recovery Rate for 4s, +25 End and +0.38 or +0.75 to basically every Defense for 45 Seconds.(More or less permanent since they can easily get the time down to 45 seconds Recharge.)

Same Recharge Rate, same Endurance cost, the activation time for Power Sink is .3 seconds less.

 

For a Defensive Power...In nearly every way it just seems like the T8 power is weaker? Maybe give it a similar Resistance to everything?

There's some history you should be aware of. When Energy Aura was introduced in Issue 6 as a brute and stalker secondary, Energy Drain was virtually identical to Power Sink and had no defense component. The original version of Energy Aura was TERRIBLE. Attempts were made over the years to improve performance. The first attempt was in Issue 13, when a heal was added to Energy Drain (the set didn't have Energize yet). In Issue 21, the entire set was revamped. Conserve Power was replaced with Energize, the heal was removed from Energy Drain and replaced with the scaling defense buff, damage resistance was increased across the board, a taunt aura was added for brutes and Repulse was replaced with Disrupt for stalkers. 

 

Now you understand how we got where we are. That said, powers aren't balanced against similar powers in other sets. Electric Armor performs quite well and Power Sink doesn't need a buff.

Energy Drain has a longer cast time (2.37/2.508at for Energy Drain vs 2.03/2.244at for Power Sink), and the animation time before the end drain effect takes place is longer for Energy Drain than it is for Power Sink (1.767 for Energy Drain vs. 0.833 for Power Sink). That makes Power Sink easier to use as an "Oh shoot, I'm nearly out of end" power.

 

In an edge case where you have exactly enough endurance to fire Power Sink or Energy Drain, Power Sink will almost certainly get you your endurance back before you detoggle but Energy Drain might not.
