Please forgive the noob questions but:

 

RE: Signature Story Arcs

 

These were VIP only on live, are they now available to play on Homecoming?

 

How do you start them? Just walk up to a contact?

 

Are they soloable?

 

If you are too high a level for a specific chapter can you still access it? Would that be via Oroborus?

Yes! All the content is there. I've been running it through with my SG on the weekends.

It's a mini-TF so you exemplar down to the highest level required for the mission.
