Scourge and the Damage Cap

I am absolutely blanking on this: does anyone remember/know if Scourge's bonus damage exists outside of the damage cap?

It does.  Scourge deals a second tick of damage (like a Critical Hit) so both "halves" of the Scourge hit approach the damage cap separately.

So hypothetically, a /Kin who's already capped out (via Fulcrum or multiple Siphons) will NOT lose out on the Scourge bonus?

Correct.  If you hit the damage cap with /Kin, then Scourge will just do a second hit also at the damage cap.
