I did all 6 tf and I did get the badge the line is all the way filled but it's stuck like that

Is your alignment Rogue or Villain?  If so, temporarily change it to Hero or Vigilante.

The badge for doing all 6 of the Freedom Phalanx Task Forces is " Task Force Commander ".
