Wedding Band Not Granted

OK, so this has happened again and I don't know what's triggering it.  Upon completion of Stephanie Peebles' arc, I got the completion text and the Reward Merits, but I did not get the Wedding Band temp power.  I am on a different character (Heliphyneau) on a different server (Excelsior) on a different account (@Heliphyneau).  I don't believe this is WAI, hence my posting this in Bug Reports.

I have checked my trays and powers list -- the temp power is not there.  The mission level was 20, and the toon is level 23, hero-alignment.  I ran the mish at level 0+ because I didn't want to mess with it.  I just completed the Heracles mish about 35 minutes ago.

I bolded the significant parts.  I can't discern any reason why the Wedding Band power didn't award.  I have gotten the power on other toons, but this seems glitchy and shouldn't be happening to anyone.

I know this is a dumb question, but, did you talk to her afterwards? You don't get the ring from the mission, she tells you to hold on to it after you talk to her again.

Yep, I talked to her.  When the snafu happened on my other toon, I went to her and clicked on her directly.  This time, I called it in, which shouldn't make any difference, but who knows.  I got her completion window, with the whole thanking me and 'hold onto this for me' thing, but now power grant.  The highlighted final line of the Chatlog chunk I posted is all that triggered when I spoke to her.

If you complete her arc at a level higher than 25, you don't get the Wedding Band temp power.

My toon is level 23.
