Positron I TF: Simulacrum has lvl 26/28 powers

Not sure if this is a bug or WAI. I ran Posi I on my Arsenal/Marine controller. The Simulacrum for my character had Tri-Cannon and Barrier Reef, which are lvl 26 and 28 powers (and not available to me at lvl 15).

If you are referring to the doppelganger fight in city hall, this has been reported many, many, many times. And not just for that mission in that TF. Apparently all the doppelgangers get full access to our power sets regardless of level. (Even if those powers give the doppelganger more powers than your level 50 character would ever get like with the Soldiers/Widows of Arachnos.) Like you, I'm not sure if that is a bug or is intended, but there you go.
