Is Evasive Maneuvers overpowered?

Didn't played for like 4 years, and now that I'm back, i noticed that the Evasive Maneuvers of the Flight Power pool, gives more than +10% bonus to all defenses

Can be slotted with defense enhancement sets, unlike the Acrobatics power from super jump, and it gives you bonuses even when you don't fly

 

Isn't overpowered? 

There is no reason to not take it, it's like the fighting power pool with tough and weave

Except all of that only applies when you're not in combat.  As soon as you're in combat, that all goes away.

I don't understand, what's the point of a defense power that doesn't work when you are in combat?

To help avoid getting shot by snipers and such while flying around.  But, again, as soon as you do an attack, *poof* the defense goes.

So is a single time defense, i see, thanks (have to respec my corruptor 😭)
