I would rate it at about a 7/10.  For me, it's one the cusp of being a high end build.  My issue is that there's a lot of waste.

 

Here are my notes at a quick glance:

Having 60-80% Defense is overkill. 

Running Agility on top of 190-something recharge is also far more recharge than needed.

I would trade out Follow up for Build Up. 

I would trim off some of the Defense for more attacks. 

I wouldn't slot up Combat Jumping because the return on the enhancements is minimal.

 

What I do like it that it took the native leadership powers.  I've been absolutely stunned to see Widows skip them.  I think the build is a good place to work down from, and build up some resists or Damage buffs. 

 

Of course, this is only my opinion.  Some are more inclined to build against cascading defenses.  That's something that this build has.
