Tobias Hansen in Striga Isle not becoming active when you hit level 25

I have had this happen now to 2 toons. One toon I submitted a ticket but it resolved itself as noted below in the description

I would finish the Long Jack arc and either already be LVL 25 or turn it as the result of completing the Long Jack arc completely. I will not get the new contact notification. I went to Tobias, but he said to return at 25. 
The way I resolved this the first time and was noted with the GM who responded to my ticket was to go to level 26. With my 2nd toon, I noticed that even though the Long John Arc is completed, the status bar is not all the way full. I have not got the current toon that i have the issue with up to 26 yet. but I will update this once it is to see what happens. 
I have not figured out how this is happening. It even stumped the GM who responded the first time. But it has not happened to all my toons, which is weird. I don't know if it might be AT-specific or of origin.

 

Anyone else had this issue?

Yeah but it also says this too

Tobias Hansen is a hero contact in the Bonny Morass neighborhood of Striga Isle at coordinates (-2568.5, -32, -2384)^[Copy] . His level range is 25-29.

I have something I'd like you to look into, but it could get dangerous. You should come back when you reach Security Level 25.

So it is a little confusing.

Agreed. It is rather confusing. Even if his level range is 26-29 and not 25-29, his brother, which is the contact he introduces you to after you're done with him, is level 25-29. So why the inconsistency in level ranges? Anyway, I've always just known him to be a 26-29 contact. Regardless, he does need to either be fixed or adjusted. At current time though, he is a 26-29 contact.
