No Incarnate Thread for veteran levels

Hit veteran level 13, 14, 16 and 17 and did not receive any Incarnate Thread, I received my Emp. Merits for level 15 though. This was on my farmer Osedax yesterday May 28th. Have not tried on another lower level veteran but will do that now just thought of that. Will check back after I do that, thanks.

You'll get Empyrean Merits every 3rd level through VL 99.  Incarnate Threads through VL 11 when you're not getting Empyrean Merits.  Otherwise, threads come only as drops and Incarnate rewards.
