How to Enhance Storm Cell/Category 5?

I read through the (now closed) 27 page topic about Storm Blast from when it was in Beta and I am thoroughly confused as to how best to enhance that power set and specifically the Storm Cell and Category 5 powers.

 

Without rehashing that discussion....

Does the dichotomy still exist between the damage dealing and non-damage dealing aspects of these two powers?

 

Can one use Universal Damage sets (like Overwhelming Force) in either to full effect?

 

What is the best way (at 50th level and assuming use of Incarnate abilities) to slot those two powers?

I slot both with Ranged AoE Damage sets. Universal Damage and ATO sets also work, but I'm not a big fan of the Overwhelming Force set. The only secondary effects that can be enhanced are knockback and end drain (Storm Cell only), but there's not much point in doing it. The important thing to remember is that procs don't work in either one, so don't bother slotting them.
