First time posting so be gentle. )

 

I will be grouping mostly and would like to tackle the tougher high-end content.  I enjoy the ability to solo TF's even if it takes forever and is fairly challenging.  I went for 45% ranged def and 75% smashing / lethal resists.  My final power could stay Enervating Field but I like Vengeance and EM Pulse as well.  I want a durable build that can help DPS and spot heal.  I look forward to any and all advice.  Thanks in advance!

I really can't speak for proc heavy builds, that's not my forte, but I can give some general build notes:

 

First things first: You have the Chance for Build Up proc turned on in Water Jet, this is skewing your damage and accuracy numbers for all relevant powers.  Water Burst (69.36%) and Water Jet (56.64%) have abysmally low accuracy against +3s when this is turned off.  In Water Burst I'd replace the Acc/Knockback with a 50+5 Accuracy and do the same with the Chance for Build Up proc in Water Jet, this still only gets the +3 accuracy to 82.02% for both powers, but if you follow my suggestion for Radiation Infection below, you should be good.

 

 

Unless you're planning on only playing at level 50, you want to fit Enervating Field in much earlier, it does -30% resistance in an AoE, not something you want to miss out on earlier in the game.  I'd say take it at 10, push Hover to 18, Evasive Maneuvers to 26, Boxing 32, Tough 35, Weave 38, PBU 41, Temp Invul 44, Force of Nature 47 and Assault to 49.

 

Speaking of Force of Nature, I'd probably skip it for something else.  Whirlpool is a great AoE, but I wouldn't want to wait until 47 to get that, would have to try and fit it earlier as well.  Force of Nature has a nasty crash that can leave you dead if you're not prepared for it.

 

Hasten doesn't need 3 level 50+5s, 2 gets you to the ED cap, the 3rd shaves 2.6 seconds off the recharge.

 

Geyser, No reason to slot the Acc/Knockback IO, I'd slot a Pacing of the Turtle Acc/End instead.

 

Normally I slot Radiation Infection with 3 Enzymes to boost both the -To-Hit and the -Defense, but I know you're looking at the recharge bonus, so perhaps that 3rd slot in hasten could be put into RI and done as a level 50+5 Defense Debuff?

 

Finally, the Panacea proc (chance for heal/endurance) provides better endurance gains on average than a Miracle +recovery when slotted into health, if you can only have 1 of the two, I'd go for the former.

That was incredibly fast and insightful!  I reposted after making most of your suggested tweaks.  I like this version much better, so thank you!  Feedback is always appreciated. )

 

1) I left the Chance for BU proc in Water Jet since I've seen it proc back to back on a double cast.  Plus, it's like a small mini game for me to see when it proc's.  I took out a damage enhancement to fit in the 50+5 Accuracy enhancement. 

 

2) I'm trying to keep Water Burst, Water Jet, and Geyser proc'd out for now.  Both KB/Acc enhancements were supposed to be Chance for +Recharge in Water Burst and Geyser.

 

3) Moved Enervating Field way up, switched Force of Nature for Whirlpool, and dropped a slot from Hasten and added it to Health for more +recovery.

 

4) I took your advice and slotted Radiation Infection with 3 Enzymes.

I try to work Choking Cloud into my Radiation characters. I always slot the lockdown hold proc into it to hit most targets. I teleport into a group, no wading in, that grabs too much aggro before the cloud kicks in.  Be careful of tanks/melee types that try to combine way too many spawn points over their aggro cap. A rad emission character can peel off a whole lot of hate with choking cloud or the debuff anchors. 

 

Don't fool yourself by not seeing numbers directly generated by enervating field, this ability makes a big difference in combat.

 

I use the force feedback proc in my Storm summoning/water blast defender and have been pleased with the results.
