Electric Control: Conductive Aura is borked

The recovery and regeneration bonuses in [Conductive Aura] are not working as stated on my Electric Dominator. The amount gained appears to be limited to 1 stack of a negligible recovery bonus.

 

My base recovery rate is 2.61%. Surrounded by even-level (level 20 vs level 20) enemies I get a 0.05% bonus to recovery, totaling 2.66%, no matter how many enemies I've tried. The effect does get stronger against weaker enemies as you'd expect (but 

 

I presume it's a multiplicative bonus: Looks like I'm getting 3.13% of my base 1.67/sec endurance; 0.052%. 

The endurance drain is quite strong, but the regen/endurance might as well not be there. Check out that screencap: surrounded by 10 trolls, I'm getting one single extra HP every 17 seconds!. Not quite a full point of endurance, though.

 

I assume that is not working as intended!

 

And just a heads up, I don't think this is a recent bug. I've been playing elec for a while and looking back I think Conductive Aura has been a placebo (a nice end draining placebo, to be sure, but not adding any sustainability). I just thought I was really bad.

 

I only looked closely at the power today because it was supposed to work better after the patch. 

I hope the devs will take a look at it, too. Thanks.

Can confim was noticing this in the Open Beta playing on a Electric Controller and Electric Dominator. Its a real shame because IT can be electric controls sustain but unfortunately doesnt do anything at this time.
