New SoA Cannot Speak to Operative Kuzman

As the title says, I made a fresh level 1 Soldier of Arachnos and ran straight to Operative Kuzman, but he gives me the "too busy" dialogue:

 

He also doesn't even appear in the Find Contacts button. I don't have any active missions at all, I just made a beeline straight for him upon character creation.

Duplicated the issue with a fresh Widow: 

 

I tried a fresh Stalker and skipped the tutorial, and then Kuzman talked to me immediately. The issue appears to be unique to VEATs (I haven't tried Khelds and am too lazy).

Is this not working as intended? I think you have to complete Alan Desslock's mission first to add your name to the Destined One list, then you can introduce yourself to Kuzmin.

That's something I've never noticed since I've only leveled one VEAT so far (many years ago), and the game does give a popup window telling you to speak to Kuzman, and there's the yellow arrow over his head to indicate that he should be open. If this is intended then I think the popup and yellow arrow are pretty misleading.

 

It'd help if he had special dialogue like "You're not on the destined one list, bug off" or whatever to make this more clear.
