Ice/Ice Tanker and General Build Questions

I recently came back to the game and have been playing a lot of my old characters. They are all still fun, but all need a respec. One of these characters is my Ice/Ice Tanker. He currently has all of his powers from the Ice Armor set and all but Build Up from Ice Melee. Other powers include Hasten, Combat Jumping, Super Jump, Boxing, Tough, Weave, and Maneuvers. 

 

I was thinking of dropping Icy Bastion from the Ice Armor set for an extra power choice. I was also thinking of dropping Greater Ice Sword from Ice Melee and possibly Ice Patch. Is Build Up a good power to take? I would think the added damage would be nice. I don't have an Epic Power Pool yet, but was considering Energy for Focused Accuracy and Physical Perfection. This would mean I would have to drop one of my other power pool choices I think. I'm also not sure I want Super Jump as a travel power. Wouldn't mind dropping that pool for Hover and Flight if that is feasible. 

 

I'm attempting to work through Mids now. Are there any powers that are definitely best suited for full sets? I have heard that damage procs aren't great in auras or toggles, so they would be candidates I guess. I guess as a Tanker, damage isn't a top priority so full sets would be the best choice in most cases. Are there any powers that are fine with just an IO or two? 

 

Just wanted to get my thoughts in one place and maybe get a tip or two.

Ice/Ice is a controller style Tanker so I always felt it best to utilize it. Icy Bastion is a good recharge of health and endurance if you get in trouble. They recently combined the Scrapper/Sentinel/Brute Icy Bastion and Hibernate together into a new Icy Bastion version for everyone.

 

I went Super Speed because I can do the power slide thing so it looks like you are moving along on ice.

 

This type of build I use for running +4x8 so I can afford the purples. If you shift-right click on the powers with those you should get the cheaper alternatives that still work.

Thank you for this build. It gives me some other options to look at. My build currently looks pretty good actually, especially with resists. But, I do want to make some changes and this gives me something to reference.
