After I respec'd Def bonus for stealth completely disappears when in combat, instead of being reduced to a smaller number

For the sake of simplicity lets say that the defense bonus on stealth is 9+% and reduces to 2+% in combat.

I monitor my ranged defense and also look at it in details in Combat Attributes.  I like to keep it capped on my ranged toons.

 

In any case prior to a recent respec, it functioned properly.

Now when I attack I lose the entire 9+%.

Additionally when I look at combat attributes under ranged defense, in detailed view, the entire row showing the word "Stealth" and the right hand column with the value...both disappear from the list and do not return until I am out of combat.

Additionally when I look at the total Def, where it sums up all of the line items, it also shows a full reduction of 9% and it should show a reduction of 7%, leaving me with a remaining 2% available.

 

Is this a bug in the monitoring only or has my actual defense used in combat calculations been reduced by 9%.

 

I have tried toggling several items and rebooting to no avail.
