Basically, being able to control water hovering a few inches from the body can be used as a form of ablative or reactive armor, I was reminded of this while re watching a show with a character who can use water in that exact same way, and thought it would be cool to have a water armor set.

 

Yes I know Ice armor can technically be Water in solid form, but I think most of us dont want to be encased in those chunks 100% of the time, and would prefer a more liquid theme.

 

Mechanically maybe it could be a defense focused set with a barrier clickie. because the water would be used to intercept incoming attacks, so the attacks which hit the water would not hit the character at all, which is more a defense theme than resist.

In regards to defenses, I would rather make Water Armor be a resist-focused set to reduce overlap with Ice Armor (which is already a cold-themed defense set). Maybe try to somehow make it an "absorb set" where multiple layering absorb powers were the main layer of protection, backed up by modest resistances (since there's already multiple resist-focused armors too). I see it more like water being a "cushion" that softens incoming impacts (i.e. try to move through water or throw a projectile through it) and spreads damage around (splashing/waves).

Absorb is definitely in theme with water armor as I see it. a mix of Defense and absorb might be best, but absorb and resist works well. 

 

Basically the water isn't right on your body, it kinda orbits you and automatically shields you from damage. you still breathe air and the armor does not hinder that. So its like a reactive armor, you subconsiously direct it to intercept incoming ranged attacks and block melee attacks.

 

An alternate visual where you're always immersed in a you shaped water bubble would be a nice option though, just in case you're a literal fish out of water, lol.

 

Maybe it could be defense vs ranged attacks and resist vs melee?

Whatever it's doing, it should definitely carry over some attributes from Marine Affinity, because a buffing Support powerset is basically an Armor powerset that affects your whole team.

Marine Affinity has:

  • Mixed +Res and +Def
  • Elevated resistance to Smashing and Fire
  • Resists Endurance debuffs
  • Boosts Regeneration and Recovery
  • Boosts Max HP and Range
  • Fast-replenishing Absorb
  • A cold-damage toggle that buffs allies and debuffs enemies
  • A bunch of irresistable -Damage debuffs to mitigate enemy damage

Adapting that to an Armor powerset, we probably want:

  1. +Res(All) toggle (Takes: +Res)
  2. +Recovery passive that also resists -END and -Recovery (Takes +END)
  3. Mez protection toggle with +Res(Fire and Smashing) (Takes: +Res)
  4. Cold-damage aura toggle that debuffs enemy Damage and buffs your ToHit and Damage (takes: +ToHit, +Damage)
  5. +Def(All) toggle (Takes: +Def)
  6. +Absorb toggle (Takes +Heal)
  7. +MaxHP clickie (Takes +Heal)
  8. A T9 that, among other things, boosts your Regeneration, Range, and Max Endurance

Which is most of the way to an Armor powerset already

Long as the T9 has a soft crash or no crash. Hard Crash T9s don't get used.

and no, just because you sometimes use it doesn't mean the other 99% of players ever do.

Power of the Depths has no crash, and can be made perma, but half of the bonus wears off over time. I don't see why this T9 should be any less.

Here is some of what a Marine Defender and anybody on their team who stays close to them gets:

  • +30% Rec, Res(Rec,-END)
  • +25% Res(Smashing, Fire)
  • +12.5% Res(Everything else)
  • +7% Def(All)
  • Absorb = 4% MaxHP every 2s, stacking twice
  • Toggle Aura: Enemy: Cold Damage, Self: +33% DMG, +11% ToHit, +22% Recharge
  • Location AoE: Self: +30-45% DMG, Enemy: -30-45% DMG, -Fly, -movement, chance of KD
  • Click: Self: Heal, Enemy: -15% DMG

Power of the Depths: (T9)

  • +535.4 MaxHP
  • +400% Regeneration
  • +20 MaxEND
  • +55.875% Range

Add some taunt and mez protection to that, and reformat it to feel more like a Tanker, and we've got a powerset.

And the Marine Defender still has three more clickie powers.
