All blasters have a "sustain" power which provides either health regeneration, absorb or heal over time and endurance recovery (Frigid Protection provides a stacking absorb buff). Personally, I find that the recovery buff provided by the sustain (+50%) is sufficient on its own when combined with Stamina and doesn't need to be slotted further but YMMV. I generally devote 2-3 slots to enhance the heal/absorb aspect, either 2x Heal IOs or 3 Preventive Medicine (including the absorb proc). 

 

Frigid Protection also has a 30 ft radius PBAoE that debuffs enemy speed, recharge and damage. This effect suppresses while stealthed, however, suppression requires a stealth radius of at least 36 feet. You can get this from Stealth (the power) but not from stealth IOs. If you want to be undetected without turning this power off every time you do, I recommend taking Stealth.

honestly most of those i barely slot more than one heal or end rec and if I go beyond 1 its three slots and a heal or end rec set

The above slotting is two Heal IOs and one EndMod IO; plus a Global (Preventive Maintenance), a Proc120s (Numina) and a regular Proc (Power Transfer). 

 

Frigid Protection gives a stacking absorb effect, +18 absorb (base) every 2 seconds that stacks with itself up to six times. That's about 108HP total, and the above slotting gets it to a little over 212HP. The Numina and the PT Proc help recover your regular health bar whilst FP recovers the Absorb buffer, and PM is there for emergencies. My offensively focused Fire/Ice Blaster's getting an effective ~45.462 HP/Sec health regeneration and the bulk of that comes from this single enhanced power.

 

I did test offensive procs in it rather extensively, and the short answer is that they're not worth it. Same goes for Panacea.
