When targeting through another player Whitecap teleports you to the player and not their target, however it still does damage to their targets which may be out of your view or at an odd distance. This allows for some odd interactions like hitting enemies inside dangerous areas without entering that space.

This is at least internally consistent -- if you are, for example, targeting through a Vanguard HVAS during a MSR, if you use a Location AoE power, the power's location is the HVAS, not the Rikti you attack with single-target and targeted AoE powers while targeting through the HVAS. Having the damage going to the 'target-of-target' may be due to the damage portion of the power being coded like a targeted attack, no matter how weird the actual effect turns out.
