Flashback doesn't always use Difficulty settings

I'm level 50, doing a level 24 Flashback mission ("Breaking the Cage" red side).  I have the mission difficulty set to -1, but everything in the mission is level 24 or level 25.  Seems like it should be level 23 or 24 due to the -1 settings.  I'm level 24 inside the mission.

The -1 difficulty setting currently does not work. It has already been reported as failing across the board and the devs have stated it is a priority they are working on fixing.
