Can't get Notoriety level to change. What am I doing wrong?

I found the control by the chat window. My Notoriety level is -1. I select +0 nothing happens -1 is still highlighted.

 

1. I have tried going to another city map.

2. Selecting +0 then selecting a mission and entering the mission map

3. Selecting a mission, then selecting +0 and ending the mission map

4. Selecting +0 then logging out to Character select screen

 

In the end, -1 is still highlighted.

 

I assume I am doing something wrong... can someone please assist me in this?
