Enhancement converter looted from very low enemy

Me and a friend just did the first mission of the Who Will Die Episode 2 TF, both level 30.  They went AFK and I started beating enemies in Talos Island when a Tsoo Green Ink Man minion, sitting 7 levels below me at level 23, gave an enhancement converter.  No other enemies dropped anything, and so I kept hunting massively lower enemies in talos to confirm.  I only got the ONE enhancement converter, indicating it's the only item bugged this way, as I hunted a good hundred enemies without looting anything else.

Salvage has always dropped from grey-conning enemies.

I asked in the in-game help beforehand if it was a bug or a feature and a GM said to post here, meaning at least one of them was presumably not aware that it was possible to do this.  Personally I believe it's unintended as the ONLY salvage I got after beating up dozens and dozens to test was the enhancement converter.  I was watching the logs and unless non-converter salvage does not appear in the reward chat I didn't get so much as a single inert gas or what have you.
