  1. First one looks like a fantastic budget build. I hadn't even looked into the new endmod IOs yet, those are gonna have to make an addition to more of my builds. Other one's good for when I can get a good savings up. Though, I'm curious, tough, is KB protection a problem for a Ninjutsu build? Can't say I've ever run into a situation where I've had a problem with KB without using the IOs to boost protection...

Could be those that do play it are busy in the game and not browsing the forums.

How much do you want to spend on a "good build"?  Do you like the combo system?  If yes, then which combos do you want?  Are you OK with skipping any?  [The answer can be yes, and no -- I can include all of the combos or none it just changes build configurations.]

What is a good build or not is all perception.  What I like you may not.  I've played both sets separately, but I could craft something using both.  Your answers to the above questions goes a long way towards the build.  A combo-less build is far more expensive and difficult to build.  A combo build is potentially cheaper and way easier to manage.  I say potentially cheaper because both approaches can use purple sets for more recharge.  One of those options needs it.  The other doesn't.

Mid range on price? Although I can eventually farm up enough for a purple heavy set, I don't want to be crippled until I do. Combos are good. Weaken seems skippable. Empower looks overall good. Either/or/both on Attack Vitals and Sweep. Looking to using Shinobi-Iri+Sprint+Ninja Run as my "travel power", but could slot in flight if there's room.

    3. Shinobi-Iri + Sprint + Ninja Run can be used for travel if you want to skip a travel power.

Can't emphasize this enough. It's pretty easy to get this slotted up to near Superspeed levels, plus you get the advantage of a jump height and control boost. Grab a jump pack off the P2W vendor for those jumps you need a lot of height on and you're all set.

Alternatively, it could also have been that the amount of time, effort and money it would have taken to do this was simply not worth the effort.  Keep in mind every costume piece that would need to be reviewed for clipping with any changes to the character model.  Not everything has some nefarious intent behind it.

What would they have had to rework if they'd done it in the first place?

That is correct, that made it impossible to get perma-hasten just by slotting for it. IO set bonuses, however, more than made up for this difference.

Requires shooting specifically for max recharge, though. Which is a lot more complicated than just throwing 6 recharge reducers into Hasten. So I'd say, overall, it balanced things out well.

For three reasons.   First, the patron power pools should have been limited to villains and rogues in the first place.  If you go hero or vigilante, you should lose them.  But it's far, far too late for that.

Okay, so why shouldn't the epic pools be similarly restricted then?

Second, the majority of the player base doesn't set foot in the rogue isles anyway... and then only does so to pick thematically appropriate powers that they feel are right for their heroic blue boys. Them "breaking character" if they want these powers won't last longer than the transit time between the end of the mission and Null. Patron Pools aren't really that much of a draw to play red side content beyond that 1 that you are required forced into playing through. The arcs are easily soloable and aren't a ringing endorsement of red sides differences.

But these arcs are a shining example of making things harder for villain characters. The patron pools were meant to be the villain answer to Epic Pools blue side. Why lock them behind mission arcs at all? Honestly? Keep the missions and the associated badges, but unlock the pools.

Thirdly, the patron arcs were and are villainous content.  They should remain that way.  Red side doesn't have nearly as much content as blue side to begin with.  To take some of that red side content away and open it up to all alignments is just rubbing salt in the wound.

As I said above...don't get rid of the arcs and badges. Just don't lock the pools behind them. It'd be throwing villains a bone as much as heroes.

I haven't read the whole thread but I always thought Hasten should be unaffected by recharge rate changes like One with the Shield or Strength of Will.  So it has a 5 min recharge and is up for 2 mins. I know most people would hate that now and it is too late to implement that with out pissing off a lot of people.

I'm not against it, but I also don't think this is necessary.

  8. Not a big deal, but I like to tap F to follow a target in order to close into melee range. Problem is, when combined with hovering, it stops just short of closing that distance. I know, just tap W to close the gap. It's not a big deal, just a minor annoyance. Why would it stop short? I don't see any purpose for that... Doesn't stop short if you're on the ground, why is it different when hovering?

They do take up donations one day a month (last Saturday of the month) to cover the maintenance costs, but that is up to you to participate and how much.

To nitpick here: They have a specific goal to cover running costs that they need. They take donations until they reach that goal then shut them down. This is to avoid running a profit on the game, which they feel helps their odds in negotiating to make the server legit. The usually meet this goal in under a day, once or twice in under an hour. It has taken longer before, though.

FYI, I actually do have a few /shields builds, but at no point do I see preferring them to builds with toggle status protection and none have hit even 40. I don't have to have status protection. I just don't want to be given it and fiddling around with it.

What fiddling? Add a second slot with recharge, set it to auto, and forget it. And you can have it perma pretty early that way too. You're talking like you're having to jump through hoops to get it there like with getting perma hasten. That's simply not the case. Not like I'm saying you need to invest heavily in it. Just not almost completely ignore it... The tradeoff between the click protections and the toggles is a lower overall end cost.
