Holy hell, good question. Now that I think about it, that may be it. I know I put an "Alpha Only" limitation on the Ouro mission. Double checking as soon as I get a chance.

Hi, this is my third character that has access to the Incarnate Abilities, the other two did not have any issues. I leveled up to the Interface/Judgement, created an Ion Judgement and Degenerative Interface. I then created a Degenerative Core Interface. I slotted both on the equip view. Only the Alpha Musculature Core Boost is available. The Ion Judgement is not in my powers list to add to a slot. The Degenerative Interface also does not appear in the powers list or on the active powers tray, the Alpha Musculature does. I completely logged out twice and completely unslotted all incarnate abilities and reslotted them a few times. Still no luck. Is this a bug? Any known way to fix it? Please see attached screenshot showing they are equipped and a majority of my powers list which shows Musculature but not Ion or Degenerative.
