Indeed Feral Charge does take Melee Damage IOs, so I put the Winter's Bite set in that for the Chance to Hold. It's beautiful watching it hit multiple targets. -

On the Dual Pistol / Tactical Arrow / Mace blaster that I rolled, I've noticed that either the left pistol or the bow will disappear when playing in game. I don't know if it's because I have too many weapon or what not. It does not impact game-play in any way. This is just a minor cosmetic issue, I thought I mention.

As someone who rolled a Dark/Savage Dominator all the way to 50, it seems pretty solid. I've gone with Hasten, but reached a state of perma-dom. Although, Feral Charge uses Melee IOs, so you might want to swap that out. I've placed the Winter IO, for a chance to hold, and let me tell you: it is a thing of beauty on Feral Charge.
