unable to upgrade command of the mastermind rec/aoe def

Don't know if this is a bug pertaining to this patch or if it's been this way for quite some time. You cannot get the superior version of this io without using the merit vendor or buying one someone is already selling on the market. When you attempt to upgrade using a catalyst you won't have it as option.
