Just got Sky Splitter on my Tanker, and as it was my first character to use Staff Fighting I tested to see how effective the self buffs you get from it were.  The resistance gained from Form of the Body seems to work properly and always grants +13.30% resistance regardless of target, but the other two effects from Form of the Mind and Form of the Soul seem to scale based on the level of your target.

For example hitting an even leveled minion with a Form of the Mind level 3 grants +20% bonus to-hit, but if you hit a level 1 target with the same combo the to-hit bonus goes up to +94% and caps it out.  Likewise the buff diminishes if you hit a higher level target, with +3 levels granting only +13% and so on.

The same works with the regen/recovery of Form of the Soul, capping out your recovery and nearly doing so with the regen if you hit a much lower level target, whereas it grants a severely limited buff if you hit something 3 or more levels higher than yourself.

It's not something I've seen any other self-buff do in the game, so I can only assume that the abilities are unintentionally scaling with the level difference much like damage does, however the Resistance bonus at least doesn't seem to be effected.  Also not sure if this is only limited to Tankers or not.

I was literally just about to post this. I submitted a bug report but they just tell me to post on the forums. I have reported several things so far on there and they'll get one or two replies, never from anyone in charge and then nothing ever happens 😕 It does on average seem to have a lower value when fighting higher level enemies, but this is not how it's supposed to work, and still doesn't mean anything as it will still randomly change even if you fight the same level all the time. One rare instance it even took me to 8.33% recovery per second which was the cap for my level, this was against +2s or +3s mind you, when the next combo sky splitter did only 54% recovery off the same exact enemy, to which it's of course supposed to always be 83%, and the regen 125%. Of course the high ones are very rare, and almost always performs with the buff smaller than what it's supposed to be. It also has zero effect on how many enemies you hit with it. This is not supposed to affect it, but just in case you were thinking that may be part of what it's doing it's not. I'm on a tank as well in case maybe it works right for other ATs, but it is definitely not on a tank. It's bad that i'm just finding this (just got sky splitter yesterday) and noticing that you posted this from October 2nd and still not even one reply :/.

To restate, it does ON AVERAGE seem to have a lower value as the enemies get higher above you, but this is not how it's supposed to work. It's supposed to be a guaranteed buff of that amount regardless of what level the enemies are or how many you hit with it. As stated, Against +2s or +3s i was fighting, I will get 66% or 54% recovery on AVERAGE instead of what's supposed to be 83%, but that doesn't mean that sometimes against the same exact enemy, even when fighting just one of them, that the buff won't randomly go lower or higher on that same enemy. It is unfortunately almost always lower than it should be 95% of the time.
