Very Rare IO Pack Rewards

Decided to look at what the drop rates of the Winter, Hero, and Villain packs from the AH were on Pineapple and any Very Rare [purple] IO cards were not awarding IOs of the correct quality when claimed through the Character Item tab. All IOs were only Rare [orange] quality.

 

As shown in attached images Rare Kheldian and VRare Controller IOs were in pack. Set bonuses of both IOs are of Rare quality [5 set: 8.75% recharge bonus compared with VRare value of 10%], which is correct for the Kheldian card but not for the Controller card.

This is not a bug. The rarity in packs indicates your chance of getting that particular drop from the pack, not the quality of the ATO you'll receive. All ATOs from super packs are at the normal orange quality and require enhancement catalysts to become purple.
