Blazing Arrow - No Draw Animation

Blazing Arrow's no draw animation is bugged.

 

its using a Dual-blades animation instead when you use the power without the bow drawn.

 

The power is animating correctly when you already have the bow drawn.

To complicate matters, I think Dual Blades no-redraw is broken. When I try to use Typhoon's Edge animation it doesn't show up UNLESS the previous move was also power from Dual Blades. So a prestige power or no power first shows no animation.
