Location AoE skills with IO Procs

Does anyone know how IO procs (for damage or otherwise) work on persistent location type AoE skills? Rain of fire, whirpool, tarpatch, etc. Does it proc on the first "tick" or "pulse", or on each one?

Pretty sure its on each tick. Seems to me I had them slotted on whatever Fire hero used it.

 

Very well may be wrong though. Been a LONG time.

If memory serves correct, the chance to proc is calculated when you first cast the power, and then once every 10 seconds thereafter. Same with PBAO self-toggles like Blazing Aura.
